16. Where the guarantee is furnished in cash, by certified cheque or in the form of bearer bonds, the sum of money or the securities shall remain on deposit with the Minister of Finance as long as used tires are stored to ensure that the conditions for closing the storage site , provided for in section 1.4, are fulfilled.

16.
